1. Prepare the spice mix:In a large bowl, combine the ground chilies, garlic, spices, and vinegar. Mix until you form a smooth paste.
2. Add the meat:Add the ground meat to the mixture and knead with your hands (like making meatballs). Make sure all the meat is well coated with the adobo paste.
3. Let it rest:Cover and refrigerate for 24 hours. This allows all the flavors to blend perfectly.
